Harborly is a London-first marketplace platform designed to connect clients with independent, self-employed carers. It is strictly an introductory marketplace. Harborly does not employ carers, does not provide regulated care services, and does not supervise the delivery of support.
Account Creation: All users must validate their account using an email, phone number, and password.
Carer Verification: To be activated, carers must complete a multi-step compliance process, including uploading ID, DBS, and proof of address.
Trust Badge Layer: Carers must undergo selfie verification to match their live capture with their provided ID.
Self-Employed Declaration: Carers are required to sign a legal declaration confirming their status as self-employed professionals.
Guided Triage: Clients must undergo a guided needs assessment before being matched with providers.
Fit Score Engine: Matches are ranked based on a “Fit Score” which accounts for location proximity, service type, availability, and specific preferences such as gender or language.
Minimum Booking: A minimum booking duration of 3 hours is strictly enforced for all appointments.
Upfront Payments: All bookings require full payment upfront at the time of confirmation.
Stripe Integration: The platform uses mandatory Stripe Connect integration for all financial transactions.
Commission Structure: Harborly retains a 20% platform commission, with the remaining 80% paid out securely to the carer.

Risk Review Gate: All bookings are subject to an Admin intervention gate to flag and review high-risk cases.

Harborly represents a safe harbour for finding trusted support. However, users acknowledge that Harborly acts only as a connector. The responsibility for the delivery of care and compliance with self-employment regulations rests solely with the independent carer.
