Legal Positioning

Harborly is designed to connect individuals and families with trusted, independent carers — while maintaining clear boundaries in responsibility, service delivery, and legal structure.

We are a marketplace — not a care provider.

Harborly operates as an introductory platform that connects clients with independent, self-employed carers and support providers.

We do not:

  • Provide care services directly
  • Employ carers
  • Supervise or manage care delivery
  • Act as a care agency or regulated provider

Our role is limited to:

  • Enabling discovery and matching
  • Providing secure booking and payment systems
  • Supporting communication between users

All carers on Harborly are self-employed.

Every carer using Harborly:

  • Operates as an independent professional
  • Sets their own rates, availability, and services
  • Is responsible for their own tax, insurance, and compliance
  • Delivers services directly to clients without Harborly supervision

Harborly does not control:

  • How services are delivered
  • Working methods
  • Client-care agreements

Responsibility lies with the service provider.

When a booking is made:

  • The agreement is between the client and the carer
  • The carer is fully responsible for:
    • Service quality
    • Conduct
    • Outcomes

Harborly is not liable for:

  • Service delivery issues
  • Care outcomes
  • Disputes between users

We build trust — but do not guarantee outcomes.

Harborly includes safety measures such as:

  • ID verification
  • DBS checks
  • Profile reviews
  • Secure payment systems

However:
These checks do not constitute endorsement or guarantee of service quality or suitability.

Users are encouraged to:

  • Review profiles carefully
  • Communicate expectations clearly
  • Make informed decisions

Secure transactions, clear structure.

  • Harborly applies a platform commission
  • Carers receive payment directly as independent providers

Harborly does not act as:

  • Employer
  • Payroll provider
  • Managed service provider
